Payment of Dearness Allowance to Railway employees — Revised rates effective from 01.01.2013.

Sub: Payment of Dearness Allowance to Railway employees — Revised rates effective from 01.01.2013.
Please refer to this Ministry’s letter of even number dated 03.10.2012 (S.No PC-VI/303, RBE No.112/2012) on the subject mentioned above. The President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 72% to 80% with effect from 1st January, 2013.

2.    The provisions contained in Paras 3, 4 & 5 of this Ministry’s letter of even number dated 09.09.2008 (S.No.PC-VI/3, RBE No 106/2008) shall continue to be applicable while regulating Dearness Allowance under these orders.

3.    The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all railway employees. The arrears may be charged to the salary bill and no honorarium is payable for preparing separate bill for this purpose.

4.    This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Subject: Constitution of a Committee for Cadre Restructuring of the Central Secretariat Service (CSS).
A Committee for cadre restructuring of the Central Secretariat Service (CSS) with the following composition and terms of reference is constituted:-

Composition:-
(i) Establishment Officer & Additional Secretary, DoP&T Chairman
(ii) Joint Secretary (CS), DoP&T Member
(iii) Joint Secretary (Pers), D/o Expenditure Member
(iv) Director (CS-I), DoP&T Member-Secretary

Terms of Reference:-
(a) To review the structure of CSS cadre, along with the feeder cadre, so as to harmonise the functional needs with the legitimate career expectations of its members.
(b) To assess the magnitude of stagnation in various grades of CSS and suggest remedial measures — both short-term and long-term, as to reduce promotional blocks and at the same time prevent gaps from building up.
(c) To suggest measures to enhance the effectiveness of service and capacity building of its members.
(d) To take into view the suggestions of the stakeholders, viz. participating Ministries, Associations and members of the service for cadre review.
(e) To examine any issue as referred to it by the cadre controlling authority of CSS and Central Secretariat Clerical Service (CSCS).

2. The secretarial services to the Committee would be provided by the CS Division.

3. This has the approval of the Hon'ble Minister of State for Personnel.

Protection of Women’s Rights


The National Commission for Women (NCW), which was constituted as a statutory body in 1992 has a wide mandate to safeguard and promote the interests of women. As per Section (10) of the National Commission for Women Act, 1990, the Commission shall perform any function to safeguard and promote the interest of women in the country. These include, among others, investigation and examination of the safeguards provided for women under the Constitution and other laws and making recommendation to Government on measures for their effective implementation; reviewing the existing provisions of the Constitution and other laws affecting women and recommendation of amendments and remedial legal measures to meet any lacunae, inadequacies or shortcoming in such laws; looking into complaints and taking suo-moto notice of matters relating to deprivation of women’s rights, etc. and taking up the issues with appropriate authorities; calling for special studies or investigations into specific problems or situations arising out of discrimination and atrocities against women, identifying the constraints so as to recommend strategies for their removal; participation and advice in the planning process for socio-economic development of women, evaluation of the progress made thereof; inspection of jails, remand homes etc., where women are kept under custody and seeking remedial action wherever necessary.

The Commission has been given powers of a Civil Court while investigating matters relating to safeguards for women under the Constitution and other laws and deprivation of women’s rights, to the extent of summoning and enforcing attendance of any person from any part of India and examining him on oath, requiring discovery and production of any document, receiving evidence on affidavits, requisitioning of any public record or copy thereof from any court or office, issuing Commissions for examination of witnesses and documents and any other matter which may be prescribed.

The Government has constituted a High Level Committee for study of the Status of Women in the country since 1989, the mandate of which inter-alia, includes measures for holistic empowerment of women . The Committee has been given two years time to submit their report, from the date of its 1st meeting, which was held on 24th July, 2012.

This was stated by Smt. Krishna Tirath, Minister for Women and Child Development, in a written reply to the Lok Sabha today.

Subject:- Children Education Allowance — Clarification -

The undersigned is directed to refer to Department of Personnel & Training's O.M. No.12011/03/2008-Estt.(Allowance) dated 2nd September, 2008, and subsequent clarifications issued from time to time on the subject and to state that various Ministries/Departments have been seeking clarifications on various aspects of the Children Education Allowance. The doubts raised are clarified as under:-

i) Whether reimbursement of balance amount of fee paid during 1st and 2nd quarter could be paid in 3rd/4th quarter without the fee receipt for the 3rd/4th quarter?  No. As it is reimbursement for the whole year, original receipts for the fee paid for the 3rd/4th quarter has to be submitted to ensure that the child has not dropped out of the school in the mid-session. 
 (ii) Whether a Government servant is required to give a certificate that the spouse, if earning, has not claimed CEA?  Yes. The claimant Government servant is required to furnish an undertaking that reimbursement of CEA has not been claimed in respect of the child by any person other than the claimant.

Subject: Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.1.2013.

     The undersigned is directed to refer to this Ministry's Office Memorandum No. 1(8)/2012-E-II (B)  dated  28th September, 2012 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 72% to 80% with effect from 1st Jan, 2013.

2     The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No. 1 (3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3     The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4     These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5     In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

Advance Reservation Period for Booking Reserved Train Tickets Reduced to 60 Days from Existing 120 Days from 1st May 2013


The Ministry of Railways has decided that the Advance Reservation Period (ARP) for booking reserved train tickets will be reduced from existing 120 days to 60 days (excluding the date of journey) w.e.f. 1st May 2013. The details are as below:-

I. With effect from 01.05.2013, the ARP will be of 60 days (excluding the day of journey) and booking will be done accordingly. However, all the bookings done upto 30.4.2013 under the ARP of 120 days will remain intact.

II. Cancellation of the booking made beyond the ARP of 60 days will, however, be permitted.

III. There will be no change in the case of certain day time express trains like Taj Express, Gomti Express etc. where lower time limits for advance reservations are at present in force.

IV. There will also be no change in the case of limit of 360 days for foreign tourists.

Non payment of Dearness Relief on Disability Element While on Re Employment.

Sub: - Non payment of Dearness Relief on Disability Element While on Re Employment.

The payment of dearness relief during re-employment / employment / permanently absorption of pensioners / family pensioners under the Central or State Government or in a Statutory Corporation / Company / Body / Bank under them in India or abroad is not being regulated correctly by various Pension Disbursing Authorities. Where some Pension Disbursing Authorities are disallowing dearness relief to re-employed pensioner of commissioned officer on disability element, others are allowing in few cases. Similar irregularities
have been noticed in case of pensioners of PBOR. The instances of not allowing dearness relief to family pensioners during their employment are also drawing attention of this office/Ministry from time to time. The position on the subject is though clearly stipulated in Ministry of Personnel, Public Grievances & Pensions. Deptt of P&PW letter No. 45/73/97-P&PW(G) dt. 2nd July, 1999 and Ministry of Defence letter No. 79(1 )/95/D (Pen/Services) dated 2th August 2000 and Deptt of P&PW UO No. 41/42/2007-P&PW(G) dt. 3-4-2008. However, position is re-clarified as under for uniform implementation of above orders.

(a) In case of re-employed pensioners who hold Group 'A’ post or posts of the ranks of commissioned officers at the time of their re-employment will not he entitled to any dearness relief on pension on the fact that:

(i) A certain portion of pension is taken into account and is not entirely ignored.

(ii) The pay in the post of re-employment is not required to he fixed at the minimum of the scale in all cases, and

(iii) Dearness allowance at the rates applicable from time to time is also admissible on the pay fixed on re-employment.

(b)(i) The entire pension admissible is to be ignored in the case of civilian pensioner who held posts below Group 'A’ and those ex-servicemen who held posts below the ranks of commissioned officers, at the time of their retirement. Their pay on re-employment is to be fixed at the minimum of the pay scale of the post in which they are re-employed. Such civilian pensioners will consequently be entitled to dearness relief on their pension at the rates applicable from time to time.

(b)(ii) The ex-servicemen (PBOR) who retired before attaining the age of 55 years and re-employed thereafter and their pay fixed at a higher stage because of advance increments and no protection of the last pay drawn is being given, the pay should he treated as fixed at a minimum only for the purpose of ignoring the entire pension and allowing dearness relief on pension.

(c) The disability element is part of disability pension. therefore position explained at a & h above will also apply for regulating dearness relief on disability element during re-employment of pensioner drawing disability
pension.

(d) The family pension received by the eligible central Govt. employees/Armed Forces pensioners is, in any case, not taken into account in determining their pay on employment therefore, dearness relief at the rates applicable from time to time shall he admissible on their family pension.

Incorrect payment of pension is not only infringement of Govt. orders but also cause of concern to pensioners. It is, therefore, requested o instruct Pension Paying Branches / CPPC / Offices / Treasuries under your jurisdictions to regulate the payment of dearness relief on pension /family pension on re-employment / employment / permanently absorption of pensioners/family pensioners as explained above.

Subject: Introduction of online reservation system in the reservation/allotment of casual hostel accommodation in the Central Government Touring Officer's Hostel/Holiday Home/Guest House at Delhi.

        With a view to provide for choices & convenience of the applicants for reservation of casual hostel accommodation in the Central Government Touring Officer's Hostel/Holiday Home/Guest House at Delhi, it has been decided to introduce automated online reservation/allotment system w.e.f. 01/05/2013.

2.   For this purpose only online applications will be accepted henceforth. Applicants will apply for reservation by filling up the required application form online. After completing the process online, the applicant will have to take a print out of his/her application and get it verified/forwarded from his/her office and send it along with payment (Demand Draft) & other allied details/documents etc., to "Online Reservation Cell, F - Block, C.R.Hostel Kasturba Gandhi Marg, New Delhi -110001" for confirmation of his/her booking request. On receipt of the filled up application with payment of room rent (Demand Draft), duly verified & forwarded by the controlling office of the applicant (in case of Retd. Government Officers attested copy of PPO), his/her booking request will be processed. Applicant can monitor the status of his/her booking request online through the website.

3.     With effect from 16/04/2013 onward, only online applications for reservation of casual accommodation in the Central Government Touring Officer's Hostel/Holiday Home/Guest House at Delhi will he accepted.

4.   No manual application will be accepted from 16/04/2013 onwards for the reservation of casual accommodation in the Central Government Touring officer's Hostel/Holiday Home/Guest House at Delhi seeking reservation for the period from 01/05/2013 onwards.

5.    Manual applications received up to 15/04/2013 for the reservation of casual accommodation in the Central Government Touring Officer's Hostel/Holiday Home/Guest House at Delhi seeking reservation for the period up to 30/04/2013 have been accepted and casual accommodation is reserved subject to availability.

6.     Detailed procedure/guidelines as laid down in the O.M. dated 21/12/2013 and terms & conditions and other relevant information regarding reservation of Delhi central Government Touring Officer's Hostel/Holiday Home/Guest House accommodation are available on the website of this Directorate i.e. www.estates.nic.in / Holiday Homes website and holidayhomes.nic.in shall be applicable.

I.  For reservation - Log onto Holiday Homes website - holidayhomes.nic.in.

II.  Maximum period of stay allowed (allotment) at a time will be seven (07) days in case of official tour/duty, (In exceptional cases, extension is allowed up to10 days, if the extension of stay request. is forwarded by the concerned administrative Office/Department.) Beyond 07 days up to 10'" day, rent at the guest rate will be charged from the officer.

III.  Guest Accommodation is provided to the Serving Officers of Central/State/PSU's and Retired officers of Central Government only. Maximum period of stay allowed in Guest. accommodation at a time will be five (05) days only.

IV.  For Guest Accommodation only one room/suite will be reserved for one person/family.

V.  No accommodation is provided to the officers on transfer/posting at Delhi.

VI.  Payment of charges should be made in advance for the total period of stay through a 'Bank Draft drawn in favour of "The ASSISTANT DIRECTOR OF ESTATES (CASH), NEW DELHI".

VII.  The confirmation will be done only after Receipt of application along with Room Rent (Demand Draft.) for the complete period of reservation. The payment of Room Rent must reach within 10 days from the date of online submission of booking request. Payments received after 10 days limit shall not be entertained, in any case for the claim of reservation.

VIII.  No refund will be allowed of the accommodation once booking is confirmed.

IX. Confirmation of Reservation: Applicants should take printout of the duly filled in online application form and after due verification from the concerned administrative section/authority in case of serving officers, (Retired officers enclose attested copy of PPO) and send it to the address mentioned below along with the requisite rent & supporting documents. [Mention your Name & address at. the back of the Bank Draft/Pay Order]. You can take one more printout of application for your record. Once (Online Reservation Cell, F - Block, C.R.HosteI, Kasturba Gandhi Marg, New Delhi - 110001) receives your application and after due verification of the documents and confirmation of the rent, the status of the application will be updated on the Holiday Home wehsite. Possession of the room/suite will be handed over to the allottee only on the production of allotment letter generated online.

X. Cancellation of Reservation/ allotment will be done in case:
If the application form is incomplete.
If status of Office/Department is not correct. (Central Government Ministry/Attached Office/Subordinate OfficeTPSU/Autonomous etc.)
If the rent paid is short.
If the supporting documents are not complete or no verification has been done.
If false document has been submitted.
If incorrect or wrong information is given.
If the application is not duly forwarded by the Administrative division/section of the concerned applicant.,
Disparity in the payment. details mentioned in the application and the actual payment.
Application has not been received within stipulated time.
Note: Reservation/allotment once cancelled will not be re - considered and rent paid will not he refunded under any circumstances.

XI. The production of the valid photo Identity Card in case of Government officials and their guest(s) and attested copy of PPO in case of Retired officers is also required at the time of check in, at the Reception Desk for verification.

XII. Not more than 03 requests of Guest Accommodation will be entertained if the applicant officers belong to one particular department, and the period of reservation is same.

XIII. The Government official(s) and their guests will he personally responsible for the vacation of the accommodation on the expiry of the period of allotment. In case of non - vacation on the expiry of the period of allotment, the occupant(s) will be immediately evicted under PP (E) Act, 1971.

XIV. The casual accommodation is available at F - Block, C.R.Hostel and Ruda, Place to all officers, except 04 Deluxe Double suites at F - Block, C.R.Hostel and all rooms of Kidwai Nagar (west) Holiday Home which will be available only to the officers holding the rank of Under-Secretary and above (drawing grade pay Rs.6600/- and above).

Contractors Under EPFO


The Employees’ Provident Funds & Miscellaneous Provisions Act, 1952 applies to such classes of establishments which are notified by Government of India employing 20 or more employees in accordance with provision under Section 1(3) (b) of the Act.

By virtue of the above provision, the Act applies to contractors engaged in Government establishments in eligible cases.

The matter of amending the EPF & MP Act, 1952 is under consideration.

This information was given by Minister of State for Labour & Employment Shri Kodikunnil Suresh in the Lok Sabha today in reply to a written question.

Resettlement of Defence Personnel


The number of personnel retiring from Armed Forces varies from year to year. Approximately 50,000 to 55,000 defence personnel retire every year from defence services.
The government provides vocational training to retiring officers and Other Ranks through training institutes to enable them to settle down in civilian life. This training is optional. Government provides 60% fee subsidy to officers & 100% fee subsidy to Junior Commissioned Officers/Other Ranks.
During the last 3 years, total number of defence personnel trained prior to their retirement is as follows:

            Six months Certificate Course in management is conducted for officers at IIMs which enables them to secure decent jobs in private sector. The facility of campus placement is however not available.

Ordnance Factories


The target for Ordnance Factory Board (OFB) is fixed by the Ministry every year. OFB thereafter divides the workload for different items of production including the components/sub- assembly and assembly amongst different Ordnance Factories based on the capacity, technical capability and product mix.

OFB as a whole has met the targets for the year 2010-11 and 2011- 2012. For the year 2009-10, the budgeted estimates were subsequently revised during the year to Rs. 8720 Crores against which the achievement was Rs. 8715 Crores. Vehicle Factory Jabalpur has exceeded the target in 2009-10 while the achievement against the target for the years 2010-11 and 2011-12 was 88% and 96% respectively.

Indigenization is a thrust area in OFB. Indigenization is achieved through a number of measures likes faster technology absorption, development of upgrades on its own, expansion of indigenous vender base, in-house R&D to develop substitute to imports etc.

Ordnance Factories are primarily mandated to meet the demand of the Defence Forces. Export opportunities are explored to utilize the spare capacity after meeting the requirement of the Defence Forces; which in the recent past has gone up substantially. In order to meet the enhanced requirement of the Armed Forces not only the existing capacity is being utilized to the maximum extent but a number of capacity augmentation projects have also been taken up in OFB.

This information was given by Minister of State for Defence Shri Jitendra Singh in a written reply to ShrimatiBhavanaGawaliPatil and Adv. GaneshraoDudhgaonkarin Lok Sabha today.

Subject: Children Education Allowance/Hostel Subsidy — Clarification

Subsequent to clarifications issued vide O.M.No.12011/3/2008-Estt.(Allowance) dated 11.11.2008 and O.M.No.12011/08/2010-Estt.(AL) dated 30.12.2010, on the captioned subject, references have been received on (i) definition of the term “station” and (ii) admissibility of Hostel Subsidy and Children Education Allowance in respect of children pursuing diploma / certificate courses from polytechnic / ITI / Engineering College, after passing 10th standard.

2. After due consideration of the references in consultation with the Department of Expenditure, the following has been decided:

a. The term Hostel Subsidy would mean expenses incurred by the Government servant if he/she keeps his/her children in a hostel of a residential school/institution located beyond a distance of 50 kilometres from his/her residence. The reimbursement would be subject to other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time. It is further clarified that grant of hostel subsidy is not related to transfer liability of the Government servant.

b. To allow reimbursement of Children Education Allowance/Hostel Subsidy for the initial two years of a diploma/certificate course from Polytechnic / ITI / Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/Hostel Subsidy in respect of the child for studies in 11th and 12th standards. This is further subject to fulfilment of other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time.

3. This comes into effect from the current academic year.

DA JANUARY 2013-UNION CABINET APPROVED ADDITIONAL INSTALMENT OF DEARNESS ALLOWANCE.


Release of additional instalment of Dearness Allowance to central government employees and Dearness Relief to pensioners, due from 1.1.2013

The Union Cabinet today gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2013 at the rate of 8 percent over the existing rate of 72 percent.

Thus, the combined impact on the exchequer on account of both DA and DR would be of the order of Rs.8629.20 crore per annum and Rs. 10067.36 crore in the financial year 2013-14 (that is for a period of 14 months from January, 2013 to February, 2014).

A number of references have been received from various sources regarding non-acceptance of application /candidatures of persons with disabilities for not producing certificate of disability in a particular format for appointment on the Railways.

2 The issue has been examined, pursuant to the order dated 18.10.12 of the Court of Chief Commissioner for Persons with Disabilities in Case Nos. 46,52-55,59/1121/12-13 and it has accordingly been decided that recruiting agencies should. not insist on a particular format of disability certificate at the time of accepting the application/considering the candidature of the applicant as the medical  authority in different states are using different formats.  Stipulation made vide Para 4 (i) of Board's letter No. E(NG)II/2006/RC-2/13 dated 17.09.2007 accordingly, is reiterated which state that Disability Certificate issued by Medical Board constituted either by Central or State Governments acceptable.

Guidelines for Suo Motu Disclosure by Central Government Ministries/Departments and Public Authorities Issued


Government has issued guidelines for suo motu disclosure by Central Government Ministries/Departments and Public Authorities thereunder. These guidelines are based on the recommendation of the Task Force set up by the Government for strengthening compliance with provisions for suo motu (proactive) disclosure as given in Section 4 of the RTI Act, 2005. This task force includes the members of Civil Society, Central Government Ministries/Departments, and the State Governments.

The guidelines are on the following points: -

a) Suo motu disclosure of more items under Section 4 – This includes detailed guidelines on proactive disclosure of information related to procurement, public private partnerships, transfer policy and transfer orders, RTI applications received and their responses, CAG and PAC paras, citizens charter and Discretionary and Non – discretionary grants.

b) Guidelines for digital publication of proactive disclosure to ensure that the Government websites’ disclosure is complete, easily accessible, technology and platform neutral and user friendly.

c) Detailing of few sub-clauses of Section 4 (1)(b) of the RTI Act regarding publishing of information by the public authority viz “the procedure followed in the decision making process”, “norms set by the public authority for the discharge of its functions”, “the budget allocated to each of its agency” and “ details in respect of information, available to or held by it, reduced in an electronic form”.

Compliance mechanism for suo motu disclosure under the RTI Act, 2005 includes yearly audit of proactive disclosure made by the Ministry/Department by a third party, examination of such audit report and offering advice/recommendation by the Central Information Commission and inclusion of compliance details in the annual report of the Ministry/Department.

Section 4 of the Right to Information Act, 2005 lays down the information which should be disclosed by Public Authorities on a suo motu or proactive basis. The purpose of suo motu disclosure is to place large amount of information in public domain on a proactive basis to make the functioning of the Public Authorities more transparent and also to reduce the need for filing individual RTI applications.

Since the promulgation of the Act in 2005, large amount of information relating to functioning of the government is being put in public domain. However, the quality and quantity of proactive disclosures are being raised to the desired level.

Subject : Recruitment on all India basis by open competition and otherwise than by open competition - Clarification regarding.

The undersigned is directed to say that the Ex-servicemen (Re-employment in Central Civil Services and Posts) Amendment Rules, 2012, inter-alia provides as follows:-

“5 (b) For appointment to any vacancy in Group A and Group B services or posts filled by direct recruitment otherwise than on the results of an Open All India Competitive Examination, the upper age limit shall be relaxed by the length of military service increased by three years in the case of ex-servicemen and commissioned officers including Emergency Commissioned Officers or Short Service Commissioned Officers.

(c) For appointment to any vacancy in Group A and Group B service or posts filled by direct recruitment on the results of an All India Competitive Examination, the ex-servicemen and Commissioned Officers who have rendered at least five years military services and have been released:

(i) on completion of assignment (including those whose assignment is due to be completed within one year) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency; or

(ii) on account of physically disability attributable to military service or on invalidment, shall be allowed maximum relaxation of five years in the upper age limit.

2. This Department has been receiving representations and RTI applications to clarify the meaning of the phrases “recruitment otherwise than on the results of an Open All India Competitive Examination” and “posts filled by direct recruitment on the results of an All India Competitive Examination” mentioned in the above paragraph.

3. it is hereby clarified that instructions on the subject already exist that the expression 'direct recruitment on the results of an All India Competitive Examination’ means (i) all recruitment by UPSC whether through written examination or by interview or both and; (ii) recruitment made by other authorities including Staff Selection Commission or any other appointment authority through written competitive examination or tests (but not by interview only). The expression ‘direct recruitment otherwise than by open competition means’ (i) any recruitment not made by the UPSC or (ii) recruitment not made through written competitive tests held by any other authority.

4. All the Ministries/Departments are requested to bring it to the notice of all establish merits under their control.

        With reference to the above mentioned matter the undersigned is directed to draw attention to the Office Memorandum of even number dated 18.12.2012 vide which Kalra Hospital, Kirtinagar, New Delhi was removed from the list of empanelled hospitals under CGHS, Delhi till further orders, In response to the representations received, an inspection of Kalra Hospital, Kirtinagar, New Delhi was carried out on 20.03.2013 by a team of officers led by Addl. Director, CGHS(HQ) to ascertain whether the deficiencies pointed out in the earlier inspection were rectified or not.

2. Based on the findings of the inspection report, empanelment of the above hospital under CGHS has been restored, initially for a period of six months for all available facilities w.e.f. the date of issue of this Office Memorandum on the same terms and conditions on which the hospital was empanelled under CGHS prior to 18.12.2012.

Sub: Payment of Dearness Allowance to Central Government Employees and Pensioners.

It is very unfortunate that the announcement for the payment of Dearness Allowance is being delayed badly and is creating lots of frustration among the Central Government Employees as well as Pensioners. Particularly Railway Employees, who are the prime mover of the wheel of the development and growth of the nation, they also feel frustrated because of inordinate delay in the announcement for the payment of Dearness by the Government of India (Ministry of Finance).

In this connection, it is worth-mentioning that, it has never happened in the past so many years when payment of Dearness Allowance has not been announced before 31st March.

All India Railwaymen’s Federation, representing more than 13 lakh Railwaymen as well lakhs of Central Government Employees and Pensioners (through the NC/JCM), strongly protests against the delay in announcement of Dearness Allowance and demands that it should be announced immediately to avoid any confrontation.

Seventh pay panel to meet ex-servicemen's aspirations: Army chief


Barrackpore (West Bengal): Conceding that the current pension benefits for the country's ex-servicemen are not sufficient, army chief General Bikram Singh Sunday said he would try to ensure their aspirations and requirements are fulfilled when the Seventh Pay Commission comes up.

"I am deeply involved in meeting the aspirations and requirements of ex-servicemen. I know that currently what you are getting is not enough. But you know about the current financial conditions in the whole world. So, taking into account the condition of the government's coffers, we have to deal with it," Gen Singh said while speaking at a mega ex-servicemen's rally here.

"However, I can assure you that when the Seventh Pay Commission will be set up and the economic conditions will start improving, all your aspirations and requirements would be included in it," he said.

About 10,000 ex-servicemen, war veterans, disabled soldiers and war widows (veer naris) were present on the occasion.

The Army chief said he had taken up the issue of pension benefits with the central government for the welfare of the ex-servicemen.

Lauding the Mamata Banerjee-led West Bengal government for supporting the army on welfare issues, he said it was giving "full support" for the re-employment of ex-servicemen.

"I would like to inform you that the Indian Army is getting full support from the West Bengal government. When I met the chief minister earlier, then I saw her love and concern for the Army," he said.

Gen. Singh said the army would set up old-age homes for ex-servicemen in every command across the country.

"We are opening old-age homes in every command. We are currently experimenting in Chandigarh, where the first old-age home was built," he added.

The background of the demand for setting up the 7th CPC raised by the Central Government employees on the ground that the wage revision was due in January, 2011,it would be pertinent to examine the wages as a ratio to the revenue resources and revenue expenditure of the GOI in the crucial years 1960-61`,1975-=76, 1986-087, 1997-98 and 2006-07 the relevant years in which the 2nd, 3rd,4th 5th and 6th CPC recommendations were given effect to. It is not difficult to discern the declining trend over the years , which is suggestive of the erosion in the real wages of the Public servants in India.
